Gentlemen,
Sub:- Disposal of non-issuable(Damaged) food grains Feed-I, Feed-III,
Industrial Use, Manure lying in various centres of Assam Region through
tender.
Sealed Tenders are invited from the parties registered
with Food Corporation of India, State/Central Govt.Departments / Directors /
Agencies for purchase of non-issuable (damaged) food grains Feed-I, Feed-III
Industrial Use, Manure lying at various depots in Assam and N&M Region on
“AS IS WHERE IS BASIS”. The statement showing District wise / depot wise
/ commoditywise / categorywise availability of damaged foodgrains is
enclosed herewith for information.
The parties who are interested to participate in the
tender may remit a sum of Rs. 500/-(Rupees five hundred) only in cash at
Regional Office, QC Branch, Guwahati—7 RO, N&M Region, Dimapur and obtain
tender forms /set consisting of terms and conditions of sale and lot
wise /stack wise list of the said stocks.
If the tender form is to be obtained by post, demand
draft for Rs. 700/- (Rupess seven hundred ) only drawn in favour of Regional
Office, FCI, Guwahati-7 may be sent to this office.
The time schedule for the tender shall be as under:
a) Sale of Tender Forms /Set : On all working days between 11.00 a.m.
to 2.00 p.m. from 31.10.08 to 19.11.08 and Upto 12.00 noon on 20.11.08
b) Submission of Tender with necessary EMD: Up to 2.00 p.m. on
20.11.2008
c) Opening of Tender : At 3.00 p.m. on 20.11.2008.
Offers to remain open for acceptance upto and inclusive of 19.11.2008
The reserve price of damaged food grains has been determined on the basis of
prevailing central issue price of sound grains for APL families which are
appended below:
a. Feed-I : 75 % of CIP for APL families (suitable for animal feed.)
b. Feed-II: 60 % of CIP, for APL families (suitable for live stocks
feed cattle
feed)
c. Feed-III: 45 % of CIP for APL families (suitable for poultry
feed).
d. Industrial Use : 25% of CIP for APL families.
e. Manure : 10 % of CIP for APL families.
While submitting the tender, it may be ensured that the following
stipulations are necessarily complied with :
1. The duly filled tender form alongwith require EMD may be submitted at RO,
Guwahati, RO N&M, Dimapur.
2 Each and every page of the terms and conditions of tender is to be duly
signed with seal/ rubber stamp of the party/firm. The signatory should have
the authority
to sign and in case of partnership firm, all the partners should sign.
3. Rate per Qtl. is to be clearly quoted against the lots intended to be
purchased
4. Earnest Money Deposit (EMD) in the form of Demand Draft drawn on any
nationalized/scheduled bank only in favour of Regional Office, FCI Guwahati
is to be enclosed. The EMD shall be equivalent to 10 % (ten percent) of the
value of the stocks intended to be purchased at the rates being quoted by
the tenderer including those registered with SSI, State/Central Govt.
Agencies.
5. The parties should make payment to the concerned Area Manager the entire
amount of cost of non-issuable (damaged) foodgrains allotted within a period
of 7(seven) days from the date of issue of acceptance letter and the
quantity allotted to them should be lifted within a period of 30 days from
the date of issue of release order.
6. In the event of failure to complete the payment within the aforesaid
period of 7(seven) days, the Food Corporation of India shall have the option
to extend the period by7 (seven) days for making the payments provided, an
interest of 18 % per annum and storage charges at the rate of 10 paise per
bag or part of a bag per day, subject to minimum of 40 paise per bag or part
thereof, are paid by the party.
7. Copy of the latest certificate of Registration / Renewal of Registration
with FCI issued by the concerned Regional Office be enclosed.
8. Particulars of quantities of non-issuable food grains purchased during
the calendar year from the FCI be furnished in Appendix of the tender.
9. Tenderers are requested to quote the rates only to the category of the
stocks for which they are registered with the Food Corporation of India.
10. The right to addition, deletion or alteration in figures /quantities
rests with GM, FCI.FCI resrves the right to withdraw any lot /lots from the
sale at any point of time and also to accept or reject any or all offers
without assigning any reasons therefore.
11. Conditional tenders will not be accepted
12. The tenderers can see the lots at the concerned depots on all working
days
during office hours
13. The tenderers should produce a utilization certificate after taking
delivery of the lots.
14. This office will not be held responsible for delayed receipt of tender
form by post and the tenderers may ensure that the forms are received by
them in time and the duly filled forms are submitted in time.
15. The tenderer/Central/State Govt. agencies if modifies or withdraws his
tender/
offer before acceptance, his Earnest Money Deposit is liable to be
forfeited.
16. The registered parties State/Central Govt Directorates/Departments/
Agencies
intending to purchase the feed category stock should have feed stocks
manufacturing plant.
