TENDER NOTICE

For & on behalf of the F.C.I. the General Manager (NMR) FCI, Regional Office, N&M Region, Dimapur invites tenders in Two Bid Tendering systems ( Technical Bid & Price Bid) from experienced and bonafide Transport Contractors with sound financial background, business competency & good antecedents for appointment as transport contractor on regular basis as detailed below:

2. The tenderers should have executed in the immediately preceding 2 years any single contract the value of which is not less than 25% of the estimated value of the contract to be awarded or should have executed contracts in the immediately proceeding 2 years total value of which is not less than 50% of the estimated value of the contract to be awarded.

3. The black listed parties by FCI or Govt/ Quasi Govt. Organisation will not be qualified.

4. The parties whose EMD is forfeited by FCI will not be qualified.

5. FCI reserves the right not to consider parties having any dispute with FCI in order to protect its interest.

6. Tender form ( non transferable) embodying the terms & conditions of contract can be obtained from Asstt General Manager(Cont), FCI, R.O. N&M Region, M/S Zhimomi Automobiles Building, Circular Road, Dimapur, Nagaland on application in letter head by tenderers on payment of Rs. 150/- (non refundable) in cash between 11:00 A.M. to 2:00 P.M. on working days w.e.f. 24-03-2008 to 07-04-2008.

7. The Technical Bids & Price Bids are to be submitted in two separate sealed envelopes clearly super scribing as “Technical Bid & Price Bid” with details of Contract, name of Tenderer. Tender No. etc. and both the envelopes should be kept in one sealed envelope addressed to General Manager (NMR), FCI, Regional Office, N&M Region, Dimapur. The Technical Bid envelope should contain Earnest Money Deposit in form of Demand Draft/ Pay Order/ Bankers Cheque drawn upon any Nationalized/ scheduled Bank in favour of Food Corporation of India payable at Dimapur and (a) 3 ( Three) passport size attested photographs and attested copies of movable/ immovable property documents owned by Tenderer. (b) Copies of Bank Pass Book, Credit Worthiness & Solvency Certificates of Bank concerned. (c) Experience certificate. (d) R/C books of Transport vehicles by the Tenderer. (e) Audited Balance Sheets for 3 years upto 2006-07. (f) Technical Bid of Tender form duly filled in properly. (g) Original Affidavit stating that movable/ immovable properties would not be disposed off during continuity of contract, if awarded and (h) the Police Verification Report indicating as to whether Tenderer has been prosecuted by any Judicial Court for any criminal breach of trust or any criminal case is pending in any Court of Law against him, should also be submitted with Tender form.

8. The appointed Contractor will be required to furnish Insurance Policy coverage for the stocks to be transported by them on behalf of FCI from one centre to other and the cost of premium etc. of the policy will be borne by them.

9. The Completed Tenders as above will be received in the Office of the General Manager (NMR), Regional Office, M/S Zhimomi Automobiles Building, Circular Road, Dimapur on 08-04-2008 upto 2:00 P.M. The Technical Bid of the Tenders will be opened on the same day at 2:30 P.M. in presence of the Tenderers or their authorized representatives. However, the price Bid envelopes of only those tenderers whose Technical Bids are found acceptable will be opened at FCI, R.O. Dimapur on the date to be fixed by the General Manager, FCI, Dimapur which will be intimated to all the qualified tenderers concerned. The Tenders found not accompanied with Earnest Money Deposit amounts and required documents will be rejected summarily.

10. The General Manager (NMR), FCI, Dimapur reserves the right to accept or reject any or all tenders and or to divide works amongst more than one tenderer without assigning any reason and his decision in this regard will be final and binding on the tenderers. Mere acceptance of Technical Bid/ Price Bid will not entitle the Tenderers to be appointed as contractor as the appointment will be subjected to acceptance of rate, verification of the documents and antecedence of the tenderers etc.
